State auditor finds Pennsylvania agencies lag in hiring veterans

Pennsylvania Auditor General Jack Wagner said Wednesday that state agencies aren't following hiring rules when it comes to veterans.
The report, which covers July 2002 through June 2006, looked at the Veterans' Preference Program administered by the state Civil Service Commission. The audit found that 25 agencies ignored more than 500 veterans who should have been hired for jobs under veterans' preference rules.
In its response, the Civil Service Commission indicated there was no evidence that state agencies failed to follow the hiring rules, and, that if it followed all of Wagner's recommendations, out-of-state candidates would hold an advantage over veterans who are state employees.
In order to ensure that the 19 recommendations offered by Wagner's office are followed, the audit recommends at least one of the commission's three appointed positions be filled by a veteran.
